Herman Toll

Herman Toll (March 15, 1907  July 26, 1967) was an American politician who served Pennsylvania in the United States House of Representatives from 1959 to 1967. A member of the Democratic Party, he supported the civil rights movement, and sponsored legislation to create several federal agencies, including the U.S. Department of Urban Affairs and Housing.
