Heather Higginbottom

Heather Anne Higginbottom (born July 15, 1972) is currently the head of the new JPMorgan Chase PolicyCenter. Prior to her current role, she served as CARE USA's Chief Operating Officer beginning in 2017. Higginbottom was the U.S. Deputy Secretary of State for Management and Resources from 2013 to 2017. She previously served as counselor of the United States Department of State and prior to that had served as Deputy Director of the federal Office of Management and Budget from 2011 until 2013. On October 20, 2011, the United States Senate voted 64–36 to confirm her nomination to be Deputy Director of the OMB. She had previously served as the Deputy assistant to the President for Domestic Policy and Deputy Director of the Domestic Policy Council in the administration of Barack Obama from 2009 to 2010, after serving as policy director of the Obama for America campaign.
