Halbert E. Paine
Halbert Eleazer Paine (February 4, 1826 – April 14, 1905) was an American lawyer and Republican politician. He served as a Union Army general during the American Civil War, and after the war was elected to three terms in the United States House of Representatives representing Wisconsin's 1st congressional district.
