Francisco L. Borges
Francisco Lopes Borges (born November 17, 1951) is an American politician and business executive who served as Connecticut State Treasurer from 1987 to 1993, succeeding Joan R. Kemler. A member of the Democratic Party, Borges was Connecticut's third Black state treasurer.
