Fazl Rural District (Persian: دهستان فضل) is in Zarrin Dasht District of Nahavand County, Hamadan province, Iran. It is administered from the city of Barzul.

At the most recent census of 2016, the population of the rural district was 3,731 in 1,205 households. The most populous of its nine villages was Zaramin-e Sofla, with 1,403 people.
