Carmen, officially the Municipality of Carmen (Cebuano: Lungsod sa Carmen; Tagalog: Bayan ng Carmen), is a 4th class municipality in the province of Agusan del Norte, Philippines. According to the 2020 census, it has a population of 23,172 people.
