Named for the Indian leader Black Kettle, the grassland is managed by the Cibola National Forest, which also manages the Rita Blanca National Grassland in Dallam County, Texas and Cimarron County, Oklahoma, and McClellan Creek National Grassland in Gray County, Texas.
