Bely (Russian: Бе́лый) is a town and the administrative center of Belsky District in Tver Oblast, Russia. It is located on the Obsha River. Population: 3,772 (2010 Census); 4,350 (2002 Census); 5,228 (1989 Census); 6,900 (1897).
