Because Liga 2's previous season along with 2022–23 Liga 3 were abandoned due to a combination of factors with the most notable among them was the Kanjuruhan Stadium disaster, participants of the league remained unchanged from last season. 28 teams, an increase of four teams from the 2021–22 Liga 2, who participated last season, remained in the league. The new season also marked the return of foreign players to the second division of Indonesian football.

The league format was announced on 16 August 2023. The season started on 10 September 2023.
